@BetterGov The livestream started and a quorum is established. Alders Knudsen (43) and Rodriguez-Sanchez are participating remotely. An invocation is given.

@BetterGov There is a motion to recess which passes 32 to 17. This meeting will be recessed until Dec. 16 at 1 p.m., according to Johnson. The meeting concludes at approximately 10:50 a.m. Folks are asked to clear the chambers.
